Flávio Bolsonaro faces probes over alleged diversion of public funds to 'Dark Horse' film

The São Paulo Public Prosecutor’s Office and the Civil Police are investigating a public‑contract for free Wi‑Fi that may have been used to funnel more than R$ 65 million to the production of “Dark Horse”, a biographical film about former president Jair Bolsonaro. The contract, worth R$ 108 million with the Instituto Conhecer Brasil (ICB) led by Karina Gama, has been examined for overpricing, partial execution and possibly fictitious invoices. The probe has expanded to four technology firms linked to the contract, with authorities alleging “cold” invoices and irregular payments.

A judge ordered the Prosecutor‑General of the Republic to give an opinion on whether Senator Flávio Bolsonaro and his father Jair Bolsonaro should be added to the same inquiry that already involves Eduardo Bolsonaro. Senator Flávio, a pre‑presidential candidate, has publicly denounced the operation as politically motivated. Separately, a PT deputy asked the Federal Police to investigate alleged connections between Flávio’s circle and members of the Comando Vermelho criminal faction.

The investigations are drawing attention to the use of municipal resources, the role of the ICB and its associated companies, and the broader political implications for the Bolsonaro family ahead of upcoming elections.
