Flávio Bolsonaro pictured on safari with individuals under investigation

A photograph from March 2025 shows Senator Flávio Bolsonaro (PL-RJ) on a safari in South Africa alongside Senator Weverton Rocha (PDT-MA), lawyer Willer Tomaz, and businessman Carlos Alberto de Sá. The image was recovered by the Federal Police from Rocha’s mobile phone during ‘Operação Sem Desconto’.

Both Rocha and Tomaz are currently under investigation for suspected fraud involving retirees and pensioners of the National Social Security Institute (INSS), a scheme that gained public attention in April 2025. Tomaz is specifically suspected of money laundering for Rocha. Additionally, Carlos Alberto de Sá was previously mentioned in the COVID-19 Parliamentary Inquiry (CPI) regarding allegations of corruption and overpricing in Ministry of Health contracts.

Flávio Bolsonaro stated that the relationship between the families is legitimate and dismissed suggestions of irregularity as mere speculation. Weverton Rocha described the trip as a private matter between long-time friends. Records indicate that Flávio Bolsonaro has also utilized private jets provided by Tomaz for other travels in 2025.
