Flávio Dino orders probe into Banco Master and São Paulo cemetery concessionaires

Supreme Federal Court (STF) Justice Flávio Dino has ordered the Federal Police and the Securities and Exchange Commission of Brazil (CVM) to investigate potential criminal activities involving Banco Master and cemetery concessionaires in São Paulo.

The investigation focuses on the relationship between former banker Daniel Vorcaro and companies managing municipal funerary services, specifically Cemitérios e Crematórios SP, which is linked to Grupo Maya. Documents indicate that Banco Master provided R$ 78 million in financing to the concessionaire's shareholders, receiving 100% of the company's shares as fiduciary guarantee, granting the bank veto power and control over corporate decisions.

Dino also requested the identification of all STF ministers who may have improper financial links to Vorcaro or Banco Master, including relatives up to the second degree. He proposed that such cases be analyzed collectively by the Court's Plenary.

While the probe targets the bank and concessionaires, Dino explicitly prohibited the Federal Police from investigating Minister André Mendonça without prior authorization from the STF President and the Plenary. This restriction follows reports of a meeting between Mendonça and Vorcaro in March 2025, shortly before Mendonça requested a stay of proceedings in a related case regarding cemetery service pricing.
