Flyone seeks annulment of Moldovan security council decisions, threatens ECHR action

The Moldovan airline Flyone has formally contested decisions made on 22 June by the Council for Examination of Investments of Importance for State Security (CEIISS) and the Public Services Agency (ASP). In a submission to the Ministry of Internal Affairs (IPN), Flyone requested the cancellation and suspension of the restrictive measures, arguing that they damage the investment climate, create uncertainty for the business environment, and jeopardise economic stability.

Flyone claims the review of its case lasted about a year instead of the legally mandated 45 days and that authorities applied a change‑of‑control clause that had been repealed by parliament in April 2025. The company says neither it nor its shareholders were heard before the decision and that they received only a censored excerpt of the full text. While seeking an administrative resolution and continued dialogue with the government, Flyone warned it will bring the dispute before national courts and the European Court of Human Rights if the rulings are not revised.

The airline reported paying over 140.5 million lei in taxes and about 340 million lei to the Civil Aviation Authority, Chisinau International Airport and navigation services in 2025. The IPN has asked the government for a response, noting that the CEIISS council, led by the prime minister, has not yet replied.
