Foggia public green space tender annulled by TAR Puglia
The TAR Puglia regional administrative court has annulled a public tender for the maintenance of horizontal and vertical green spaces in Foggia. The ruling follows an appeal by the Montemaggiore cooperative, which cited procedural errors and an illegitimate clause regarding the automatic exclusion of certain bids.
Political opposition groups in Foggia have reacted strongly to the decision. Fratelli d'Italia characterized the ruling as a political defeat for the local administration, calling for the resignation of the Deputy Mayor and Environment Councilor, Lucia Aprile. The party cited poor service quality, including unmaintained vegetation and malfunctioning irrigation systems, as evidence of administrative failure.
Similarly, Forza Italia Foggia described the annulment as a certification of administrative failure. Party representatives noted that the procedural error has resulted in a two-year delay for essential urban decorum services, leaving parks and public areas in a state of neglect. The decision requires the entire procurement process, which was divided into four lots, to be restarted from the beginning.
