Former Indiana BMV employees charged in fake test scheme

Two former employees of the Indiana Bureau of Motor Vehicles (BMV) have been charged in connection with a scheme to issue fraudulent driving credentials. Gabriella Perry and Winters VanDyke are facing charges including bribery and official misconduct following investigations into the Midtown branch in Indianapolis.

Between 2023 and 2024, the pair allegedly created nearly 400 fake driving tests, allowing individuals to obtain learner’s permits or licenses without passing the required written exams. Investigators discovered the scheme after noticing test entries being made outside of normal business hours and observing customers who had previously failed written tests suddenly appearing with valid credentials.

Court documents indicate that Perry admitted to accepting payments between $75 and $100 for fake tests, producing over 330 of them. VanDyke also admitted to entering fake tests for several hundred dollars each. The BMV has since invalidated all credentials associated with the fraudulent activity.
