Former NSC official predicts shift in US-North Korea nuclear negotiations

Former National Security Council official Anthony Luziero suggests that a potential reunion between Donald Trump and Kim Jong Un could involve an implicit recognition of North Korea’s nuclear status. Rather than demanding complete denuclearization, negotiations might shift toward managing North Korea’s existing capabilities through verifiable limits on long-range ballistic missiles and nuclear programs.

Luziero proposes that Trump could offer a formal peace treaty to end the Korean War, improve political and economic relations, and permanently halt US-South Korea joint military exercises. In exchange, the US would seek the withdrawal of North Korean troops from Russia and an end to their military support for the conflict in Ukraine.

This shift in perspective marks a departure from Luziero’s previous hardline stance in 2017, when he opposed nuclear freezes and peace treaties. Analysts note that while limiting Intercontinental Ballistic Missiles (ICBMs) could reduce the threat to the US mainland, South Korea may still face significant security risks from North Korea’s tactical nuclear weapons and potential shifts in the US-ROK alliance.
