Former Remanso Mayor and Treasurer Ordered to Repay R$23 Million

The Tribunal de Contas dos Municípios da Bahia (TCM‑BA) ruled that José Clementino de Carvalho Filho, former mayor of Remanso (Bahia), and his former treasurer, Charles Clay Moreira da Silva, must return a total of R$23 million to the municipality. The audit found that transfers amounting to R$16.15 million lacked any documentation of intended public works or services for the 2020 fiscal year, and an additional R$7.58 million could not be accounted for. Payments to several companies linked to the former treasurer were made without contracts, expense commitments, or prior procurement records. Both officials were also fined R$5,000 each and will be referred to the Bahia Public Ministry for possible criminal investigation. The decision by the TCM‑BA’s 2nd Chamber is subject to appeal.
