Fort Worth ISD faces community backlash over scripted curriculum and staffing
Community members, parents, and educators expressed significant concerns regarding the governance and instructional policies of Fort Worth ISD during recent board meetings. Following a state takeover by the Texas Education Agency, the appointed Board of Managers is working to establish districtwide goals and limits on Superintendent Peter Licata.
A central point of contention is the district’s “Cowtown 12” instructional model, which critics describe as a scripted curriculum that offers little flexibility for educators, particularly in lower-rated schools. Board manager Tennessee Walker has advocated for including the concept of “autonomy” in the superintendent’s accountability limits to address community fears regarding micromanagement and scripted lessons.
In addition to curriculum concerns, the district is facing staffing challenges. Reports indicate that more than 50 teachers left the district in August. Educators have warned that ongoing staffing shortages may hinder the ability to support struggling readers and could lead to further teacher departures.
