Fossc calls for funding to implement Italian health service reform

The Forum of Scientific Societies of Italian Hospital and University Clinicians (Fossc) is calling for adequate funding to implement the National Health Service reform bill. The Delegation Bill, which was approved by the Council of Ministers on January 12, 2026, is currently stalled in the Senate and is reportedly designed to have zero cost.

Fossc coordinator Francesco Cognetti highlighted a deep crisis in the public health sector, noting that Italy ranks 19th in Europe for per capita health spending, trailing countries such as the Czech Republic, Slovenia, and Poland. He stated that Italy provides $1,000 less per citizen for healthcare compared to the European and OECD averages.

This lack of funding has contributed to a severe shortage of doctors, nurses, and other medical professionals. Additionally, there are declining enrollment rates in critical medical specialization fields, including general surgery, anesthesiology, microbiology, and emergency medicine.
