The Foxtrot Network, a criminal organisation linked to the Iranian regime, recruits adolescents through social‑media platforms and gives them gamified instructions to carry out killings. Europol’s OTF GRIMM task force says the network operates in eleven European states – Belgium, Denmark, Finland, France, Germany, Iceland, the Netherlands, Norway, Spain, Sweden and the United Kingdom – and is responsible for roughly 35 murders since 2022.

Notable cases include 18‑year‑old Atilla Azimov, who shot 20‑year‑old Murad Abdelkader in a Stockholm suburb for a promised payment, and Norwegian teen Johannes Natland, convicted in London for conspiring to murder in West Yorkshire. The group has also carried out attacks on Israeli targets, such as a hand‑bomb on the Israeli embassy in Copenhagen. Its leader, Rawa Majid, fled Sweden and Turkey and now resides in Tehran, where authorities believe some attacks are directed by the Iranian regime.
