FPIOR proposes recovery plan for Romania's hospitality industry
The Federation of Hospitality Industry Employers in Romania (FPIOR) has proposed a 10-measure recovery package to the Government for the 2026–2029 period. The plan aims to maintain business viability, protect jobs, and stimulate investment rather than simply subsidizing losses.
Urgent measures requested for the next 90 days include reducing the VAT rate for the HoReCa sector to 9%, relaunching holiday vouchers, providing state guarantees for loans, rescheduling tax debts, and reducing labor taxation.
The industry has already seen a decline of approximately 25,000 employees compared to 2024. FPIOR notes that this reduction in workforce results in an estimated loss of 7.5 million euros per month in tax and contribution collections, totaling approximately 90 million euros annually.
