France abandons plan to double medical franchise ceilings
The French government has abandoned its plan to double the annual ceiling for medical franchises, following intense criticism from healthcare professionals and patient advocacy groups. The original proposal sought to increase the maximum amount patients pay out-of-pocket for medications, medical consultations, paramedical acts, and healthcare transport from 100 to 200 euros.
Health Minister Stéphanie Rist announced a shift in strategy, stating that the initial proposal could have been perceived as ‘brutal’. Instead, the government will implement a new approach that indexes medical franchises to inflation levels recorded since 2005. This revised measure is intended to be more progressive and less impactful on vulnerable households.
The reversal comes after organizations such as France Assos Santé and MG France voiced strong opposition. Critics argued that doubling the ceiling would disproportionately affect the most vulnerable citizens, particularly those with long-term medical conditions (ALD) who require frequent care.
