France: Administrative delays in residence permit renewals impact foreign workers

Administrative delays within French prefectures regarding residence permit renewals have led to significant professional and social instability for foreign nationals.

A Moroccan architect, employed by AMP-Paris, saw his employment contract suspended and his salary blocked after his temporary residence receipt expired. Despite having a Master's degree and a permanent contract (CDI) scheduled to begin in September 2026, the lack of a timely response from the prefecture regarding his renewal request left him without legal documentation to justify his right to work.

In a separate case, an Algerian national faced the suspension of social rights after his residence permit expired. Despite initiating renewal procedures months in advance via digital platforms, the inertia of the Hauts-de-Seine Prefecture left him without official documents. The situation was eventually resolved when the Cergy-Pontoise court ruled in his favor, noting that urgency is presumed in matters concerning the renewal of residence permits.
