Ireland proposes revised €1.62 trillion EU budget for 2028-2034

The Irish presidency of the Council of the European Union has presented a revised negotiating framework for the 2028-2034 Multiannual Financial Framework. The proposal suggests a total budget of €1.62 trillion, representing an 8% reduction from the European Commission's initial €1.76 trillion proposal.

The revised plan aims to bridge the divide between fiscal hawks, led by Germany and the Netherlands, who demand significant cuts, and the 'Friends of Cohesion' group, including Spain, Italy, and Romania, which advocates for protecting agricultural and regional development funds. While the Irish proposal seeks to preserve cohesion and agriculture spending, it proposes substantial cuts to areas such as competitiveness, research, defense, and the Global Europe instrument.

To fund the budget, the Commission has suggested exploring new revenue sources, including taxes on large companies and electronic waste, potentially generating €55 billion annually. EU leaders are expected to continue negotiations in Brussels with the goal of reaching a political agreement by the end of 2026, ideally before Christmas.
