French TER Conference Ends; Report on Retirement and Employment Reform Expected in September

The French TER (Travail Emploi Retraites) conference concluded on 3 July after seven months of discussion. The three appointed guarantors – honorary State Councillor Jean‑Denis Combrexelle, consultant Pierre Ferracci and former minister Anne‑Marie Couderc – will draft a report slated for release in September. The document is not intended as a concrete reform proposal but will present the state of collective reflection, highlight points of consensus and dissent, and identify feasible pathways for addressing contested elements of the pension reform.

The conference, backed by the CFDT and most major employer and union organisations (excluding Medef), linked pension issues with employment and working conditions for the first time. It follows the 2023 pension reform and the failed 2025 conclave, aiming to feed into the debates of the upcoming presidential election. Minister of Labour Jean‑Pierre Farandou inaugurated the conference in December 2025.
