France and Spain to enforce new 2026 motorcycle safety inspections and equipment rules

France will make a technical inspection mandatory for most motorcycles and scooters starting 1 January 2026. The rule applies to two‑wheelers registered between 1 January 2020 and 31 December 2021, with exemptions for pre‑1960 vintage models and competition‑only machines. Owners must have the inspection carried out within four months of the vehicle’s first registration anniversary and then every three years, at an average cost of about €75.

Spain is aligning its road‑safety regulations with the EU framework that takes effect in 2026, requiring riders to wear a homologated helmet, CE‑certified gloves and closed‑toed shoes. The Spanish traffic authority (DGT) is tightening enforcement on highways, especially against jet‑type helmets, and mandates that motorcycles keep daytime running lights on and carry spare bulbs. These measures complement the broader European push to improve rider protection.
