France considers financial penalties for ultra fast-fashion
The French government is considering increased financial penalties for ultra fast-fashion companies to address the environmental and social impacts of the textile industry. Ministers have requested that Refashion, an eco-organization responsible for textile waste management, develop a “malus” system based on the durability of textiles and footwear. This mechanism aims to increase eco-contributions for ephemeral fashion brands.
Legislative efforts, including a 2024 bill proposed by Deputy Anne-Cécile Violland, seek to limit the ultra fast-fashion phenomenon, specifically targeting platforms like Shein. While the bill has passed both chambers of the French Parliament, it faces scrutiny from the European Commission regarding its compliance with EU law.
Critics argue that the current legislative direction may be too narrow, potentially focusing disproportionately on Chinese giants like Shein and Temu while failing to clearly define or penalize first-generation fast-fashion actors. The textile sector is responsible for approximately 10% of global greenhouse gas emissions and is linked to significant chemical pollution and precarious labor conditions in production countries.
