France considers new crypto taxes and wallet reporting in 2027 budget

Proposed amendments to the 2027 French finance bill aim to increase oversight and taxation of digital assets. One proposal would require holders of more than 100,000 euros in Bitcoin or other digital assets to declare their wallets to tax authorities, even without a taxable event, with potential fines of up to 10,000 euros. Other measures under consideration include extending the exit tax to crypto-assets exceeding 800,000 euros and taxing certain conversions into stablecoins.

The French finance commission has already begun reviewing these amendments. As of early October, the commission adopted a tax on stablecoin exchanges and a ten-year carryover for capital losses, while rejecting a personal wealth tax on crypto-assets.

These domestic legislative efforts complement the European Union's DAC8 directive. DAC8 will require platforms to collect client identities and transaction details starting January 1, 2026, with the first reports due to tax authorities by June 15, 2027. None of the current French parliamentary amendments have yet become law.
