France Court of Accounts warns of gap in ecological transition

The French Court of Accounts has issued a report highlighting a significant discrepancy between France’s environmental ambitions and its actual progress. According to the 2026 annual report, the country is not advancing quickly enough to meet its targets regarding greenhouse gas emissions, biodiversity preservation, water protection, and climate change adaptation.

The report identifies insufficient investment, poorly defined financing, and overly complex public administration as primary obstacles. While greenhouse gas emissions are decreasing, they are not doing so at a rate sufficient to meet 2030 trajectories. Additionally, the report notes persistent issues such as high oil dependency, inadequate ecological improvements in water bodies, and slow progress in waste reduction.

Complementary reports indicate that the 2027 government budget may further exacerbate these issues by reducing funds allocated to the ecological transition. These cuts reportedly affect public agencies specialized in water management, biodiversity protection, and municipal advisory services, despite a year marked by extreme weather events including floods and heatwaves.
