France approves major sexual violence bill in parliamentary committee

French deputies have approved a major legislative package, known as the 'integral' law, aimed at combating sexual and gender-based violence (VSS) in committee. The bill proposes a wide range of measures, including a minimum standard for criminal investigations, such as mandatory victim and suspect auditions and the preservation of evidence.

Key provisions include an amendment to reserve sexual crimes for assize courts rather than departmental criminal courts, and a prohibition on investigators questioning a victim's sexual history, credibility, or morality. The bill also includes a controversial article that would prevent the issuance of an obligation to leave French territory (OQTF) for foreigners who have filed complaints for sexual violence.

Additionally, the bill seeks to extend the definition of pimping to include online sexual acts on platforms like OnlyFans. While the bill passed the committee stage with broad support, some groups have raised concerns. The FSU union is demanding 3 billion euros in annual funding, while LGBTQ+ organizations have criticized the text for failing to include specific protections for LGBTI individuals.
