France disability benefits and medical cost caps see shifts

Data from the Direction de la recherche, des études, de l'évaluation et des statistiques (DREES) shows that as of June 2026, 1.407 million people were receiving the Allocation aux adultes handicapés (AAH). This represents a 2.6% annual increase. Notably, the AAH2 category—intended for individuals whose disabilities create substantial and lasting restrictions to employment—saw a 4.5% increase, reaching 765,500 beneficiaries. This group now accounts for 54% of all AAH recipients, compared to 46% for the AAH1 category, which is for those with an incapacity rate of at least 80%.

Separately, changes to medical cost-sharing are approaching. Starting October 1, 2026, the annual cap for medical franchises and flat-rate contributions will increase from 100 to 140 euros. The new system will implement two distinct annual caps of 70 euros: one for flat-rate contributions (such as doctor consultations and biological exams) and one for medical franchises (covering medications, paramedical acts, and sanitary transport). Being in a state of disability does not automatically grant an exemption from these medical franchises.
