France explores circular economy and plastic bottle deposit systems

France is navigating the complexities of the circular economy as it seeks to address significant waste production. French households generate approximately 13 million tonnes of household waste annually, contributing to a broader European total of over 250 million tonnes per year. This volume is attributed to a linear economic model of extraction, manufacture, and disposal.

To combat this, there is a growing movement toward circular practices, such as composting, bulk purchasing, and electronic repairs. A key policy discussion involves the potential implementation of a deposit system for plastic bottles. Proposed by President Emmanuel Macron, this system would involve consumers paying a small fee per bottle, which is then refunded as a voucher upon return, aimed at improving collection rates.

However, experts warn that addressing plastic waste requires more than technical solutions due to the heterogeneous nature of the material. The term ‘plastic’ covers a vast array of synthetic polymers with different additives and properties, meaning that management strategies must account for diverse economic interests and material constraints rather than applying universal fixes.
