France water decontamination report estimates €1.3‑5.7 bn annual cost
A French inter‑ministerial inspection mission, composed of IGEDD, Igas, IGF and CGAAER, released a report in May 2026 that was posted online on 30 July 2026 without prior government communication. The study evaluates the cost of removing persistent micropollutants – pesticide residues and PFAS – from drinking water.
Four financing scenarios are presented. The minimal “socle” scenario would add €1.3 billion per year, while the most extensive option could reach €5.7 billion annually. The report warns that the spread of these chemicals, especially in the North and East of France, could increase non‑compliance with EU water‑quality limits. Several communes in the Meuse and Ardennes departments have already imposed temporary water‑use restrictions because of PFAS contamination.
The authors describe the public water service as structurally under‑invested and note that the polluter‑pay principle is applied only modestly. Strengthening that principle could generate roughly €1.2 billion in extra revenue each year, but would still be insufficient to prevent water‑price hikes estimated between 3.5 % and 59 % depending on the scenario. The findings come days after the adoption of an agricultural‑emergency law that modifies the hierarchy of protected water sources.
