France faces economic slowdown and rising public debt

France is facing significant economic headwinds as of late 2026, characterized by weakening business confidence and rising public debt. According to INSEE data, the synthetic business climate indicator fell to 96 in September, while the employment climate retreated to 98. The retail and automotive sectors saw a sharp decline, with their business climate dropping to 94.

On the fiscal front, France's public debt is projected to reach 119.3% of GDP in 2026 and climb to 121.7% in 2027, the highest level since 1978. The public deficit for 2026 is estimated at 5.4% of GDP, nearly double the European Union's 3% limit. This fiscal deterioration has impacted investor confidence, leading S&P to downgrade France's credit rating from AA- to A+ in October 2025, and prompting Moody's to shift its outlook to negative.

The labor market is also showing signs of reversal; after reaching lows between 2022 and 2024, the unemployment rate rose to 8.3% in the second quarter of 2026.
