France sovereign credit rating maintained by Moody’s amid debt concerns

Moody’s has maintained France’s sovereign credit rating at Aa3 with a negative outlook, despite widespread market expectations of a downgrade. The agency cited France’s diversified economy and strong public institutions as supporting factors, but warned that political instability and social unrest could hinder fiscal consolidation efforts.

The decision is predicated on the assumption that a 2027 budget will be adopted to reduce the national deficit. Moody’s noted that significant and sustained fiscal efforts will be required beyond the presidential elections in early 2027 to stabilize a debt burden projected to exceed 120% of GDP.

This rating decision comes as French borrowing costs face intense pressure. The benchmark 10-year bond yield recently surpassed the 5% threshold for the first time since 2002, reaching 5.14% on October 22. Additionally, the spread between French and German 10-year bonds has widened significantly, hitting levels not seen since the Eurozone debt crisis, reflecting investor caution regarding France’s fiscal trajectory and political fragmentation.
