France faces slowing decarbonization despite regional progress

France is experiencing a mixed landscape in its efforts to reduce greenhouse gas emissions. In the Île-de-France region, significant progress has been made, with emissions dropping by 42% since 2005. This regional success is supported by a 26% decrease in final energy consumption and a rise in renewable and recovery energy, which now accounts for 74% of regional production.

However, on a national level, the pace of decarbonization is slowing. While previous years saw substantial reductions, the rate of decline in 2025 has been notably slower than in 2022 and 2023. Experts note that sectors such as transport, buildings, and energy are lagging in the transition to low-carbon alternatives. Critics argue that France must accelerate its exit from fossil fuels to improve both climate resilience and energy sovereignty, as the country continues to struggle with the high costs of decarbonizing complex sectors like automotive and residential heating.
