France implements helmet mandates for electric scooter users
New safety regulations regarding personal motorized mobility devices (EDPM) are being implemented in parts of France. Starting September 1, 2026, wearing a helmet will be mandatory in the Pas-de-Calais department for users of electric scooters, gyropods, monowheels, and hoverboards to prevent serious head injuries.
In Villeurbanne, a municipal decree will also mandate helmet use for electric scooter, gyropod, hoverboard, and electric skateboard users beginning September 1. Mayor Cédric Van Styvendael cited a 141% increase in serious accidents involving scooters between 2024 and 2025 as the primary reason for the measure. While the city will initially focus on mediation and awareness, violators may eventually face fines of up to 150 euros. The mandate does not currently extend to cyclists.
