France implements new decrees for local elected officials
New implementing decrees have been published regarding the status of local elected officials in France, aimed at addressing the shortage of candidates for small municipal roles. One key measure involves the revaluation of function indemnities for mayors and deputies in communes with fewer than 20,000 inhabitants, as well as for presidents of intercommunalities.
In addition to financial adjustments, new regulations focus on professionalizing the role. Mandatory information modules will be provided to newly installed officials to prepare them for their administrative and legal responsibilities. Furthermore, elective mandates may now be recognized as part of a professional training pathway, similar to salaried work experience.
In the Allier department, local associations are organizing training sessions, such as the 'Universities of Mayors and Presidents of Intercommunality,' to support the high number of newly elected officials. These programs cover essential topics including municipal management, legal responsibilities, and police powers.
