France implements new mobility device restrictions in Angers and Vaucluse

New regulations regarding personal mobility devices have been implemented in several French regions to enhance safety. In Angers, as of September 1, 2026, electric scooters, electric motorcycles, and electric bicycles are prohibited from circulating within the city center's pedestrian zone. Users must dismount and walk when entering these areas, with violations carrying a 150 euro fine.

In the Vaucluse department, helmet use has become mandatory for riders of electric scooters, monowheels, gyropodes, and hoverboards. Failure to wear a secured helmet results in a 35 euro fine. This local measure follows rising fatalities involving personal mobility devices. Similar mandates, including requirements for retro-reflective vests, have also been established in the Alpes-Maritimes department.
