France implements new rights and training for local elected officials
The French government is implementing new regulatory frameworks to strengthen the status and training rights of local elected officials. Following the landmark law of December 22, 2025, several application decrees have been published to concretize new rights and guarantees for officials.
Key updates include the enhancement of training access through the Individual Right to Training (DIFE). Annual training funds have been increased from €400 to €600, with a two-year cumulative cap rising from €800 to €1,200. Additionally, the maximum hourly pedagogical cost has been raised by 25%, from €80 to €100 excluding tax, to ensure access to higher quality training modules.
Other operational advancements include the expansion of function allowance revaluations to presidents of intercommunalities and officials in syndicates. Social protections have also been reinforced; municipal officials who maintain salaried employment are guaranteed the maintenance of social benefits, and hours of absence related to their mandate are now treated as effective working time. Employers are also obligated to grant leave for official meetings and commemorations. Further decrees regarding retirement and return-to-employment provisions are currently being finalized.
