France implements reforms to revitalize rural bistros
The French Parliament has adopted a bill aimed at reversing the decline of traditional bistros and cafés, particularly in rural areas. Since 1960, the number of such establishments in France has dropped from 200,000 to approximately 35,000 in 2023.
Strict regulatory constraints regarding 'licence IV'—which allows the sale of spirits with an alcohol content exceeding 18%—have historically prevented the opening of new establishments. Previously, new licenses could only be obtained by purchasing them from existing owners, and licenses were considered void if an establishment had been closed for more than five years.
Under the new law, mayors in municipalities with fewer than 3,500 inhabitants that lack a category 4 establishment are granted the authority to authorize the opening of new ones. This reform seeks to revitalize town centers, noting that over 62% of French communes currently lack commercial services.
