France is initiating a major shift in its digital infrastructure to reduce reliance on non-European technology. The French inter-ministerial agency for digital affairs (DINUM) has directed all ministries to submit plans by autumn 2026 to phase out foreign digital dependencies across eight categories, including operating systems, cloud infrastructure, and artificial intelligence.

A central component of this strategy is the planned migration of approximately 2.5 million workstations from Windows to Linux. Additionally, France aims to replace collaboration tools such as Microsoft Teams, Zoom, and Webex with the domestic platform Visio by 2027.

The push for digital sovereignty follows an incident where Microsoft, acting on a February 2025 US executive order, blocked email access for Karim Khan, the Prosecutor of the International Criminal Court. This event heightened European concerns regarding the US CLOUD Act, which allows US authorities to access data held by American companies regardless of physical location. David Amiel, the minister responsible for public administration, stated that the government can no longer accept dependence on solutions where they do not control the rules, costs, and risks.
