France legislative proposal sparks debate over police shooting legality

A controversial legislative proposal in France, which critics describe as a ‘permit to kill,’ is moving toward debate in the Senate following its adoption by the National Assembly. The bill seeks to expand the use of firearms by police and gendarmes by establishing a presumption of legality regarding shots fired.

Under this proposal, the burden of proof would be shifted; in instances of fatal shootings, the actions of law enforcement would be presumed lawful unless magistrates or civil parties can prove otherwise. This change would also mean that officers would no longer be placed in police custody following such incidents.

Opponents, including the Ligue des droits de l’homme and the Parti des travailleurs, argue the law will increase police violence and lack necessary oversight. Protests against the legislation are scheduled for September 20 in Paris and other provinces to demand the bill's total abandonment.
