France mandates electronic invoicing for VAT-registered businesses

France is implementing a mandatory electronic invoicing system for businesses subject to VAT. While the requirement to receive electronic invoices is already in effect, the obligation to issue them will become mandatory for all businesses on September 1, 2027.

Small businesses, specifically those with fewer than 250 employees and a turnover under 50 million euros, have been granted a one-year extension to comply. Non-compliance carries penalties of 50 euros per invoice, with an annual cap of 15,000 euros.

The transition involves 135 state-approved platforms, most of which are private and will charge for services. While intended to modernize the economy, the shift has raised concerns regarding cybersecurity risks due to the concentration of sensitive economic data, as well as the potential for increased costs for businesses.
