France mandates electronic signatures and invoicing for associations and health sector by 2026

France is tightening digital transaction rules. Electronic signatures will have the same legal value as handwritten ones for associations, with guidance covering eIDAS levels, document types and implementation steps. The eIDAS regulation defines three reliability tiers—simple, advanced and qualified—allowing associations to choose the appropriate level for contracts, meeting minutes and membership forms.

For the health sector, the OPCO Santé requires electronic invoices to use specific routing identifiers (854033115_FORMATION or 854033115_FONCTIONNEMENT), accepted formats (Factur‑X, UBL, CII) and an accredited platform. Mandatory receipt of electronic invoices starts 1 September 2026 for all companies, while issuance becomes compulsory for large firms immediately and for SMEs on 1 September 2027. The reforms aim to speed payment, curb VAT fraud and improve public‑sector oversight.
