France mayors face tensions over traveler land occupations
Tensions are rising in France between local mayors and travelers (gens du voyage) during the summer months. The conflict is driven by the arrival of large groups for religious processions, often involving between 50 and 200 caravans, which leads to illegal land occupations and insufficient accommodation.
The Association des Maires de France (AMF) has called for national mediation, requesting that the State coordinate these summer movements. The AMF noted that many municipalities lack the resources to manage the influx, and some mayors have reportedly been assaulted.
A significant factor in the congestion is the shortage of designated areas. While the Besson law requires municipalities with over 5,000 residents to provide reception and large-passage areas, a report from the interministerial delegation for housing indicated that only 230 of the 346 prescribed areas were available as of late 2024. To address illegal occupations, the Ripost law was adopted to facilitate the expulsion of unauthorized occupants.
