France moves comprehensive sexual‑violence law to parliamentary debate

Following the murder of 11‑year‑old Lyhanna in May in the Gers department, the French "loi‑cadre intégrale" against sexual and gender‑based violence has gained a parliamentary timetable. The draft, filed on 2 December 2025 by deputy Céline Thiébault‑Martinez, incorporates 140 recommendations drawn up by a coalition of more than 150 feminist organisations and is signed by MPs representing eight political groups.

The text will be examined in the National Assembly starting 28 September, with a special commission of 70 deputies to be created on 7 September. A revised version, taking into account positive opinions from the Conseil d’État and the Cese, must be resubmitted before 15 August. Floriane Volt, director of public affairs at the Fondation des Femmes, praised the week‑long parliamentary time allocated to the debate.
