France National Assembly debates 2027 budget and social security funding
The French National Assembly is currently navigating turbulent budgetary discussions regarding the 2027 Finance Bill (PLF) and the Social Security Financing Bill (PLFSS). Deputies recently rejected the 2027 Social Security budget almost unanimously, sending the text to the Senate.
In a separate development, the Finance Committee has adopted an amendment to the 2027 Finance Bill requesting a government report on the feasibility of a support fund for content creators. Proposed by Denis Masséglia, the amendment suggests exploring a tax on revenues earned by free distribution platforms that are not directly passed on to creators. This initiative aims to address revenue imbalances, noting that direct platform payments may only account for 10% to 15% of creators' total earnings, according to the Union des métiers de l’influence et des créateurs de contenu (UMICC).
Debates on the state budget (PLF) have been interrupted following a week of discussions without compromise, with sessions scheduled to resume on Tuesday, October 27.
