France pension capitalization debate intensifies ahead of 2027 election
The debate over pension financing is becoming a central issue in the lead-up to the 2027 French presidential election. Candidates from across the political spectrum, including both the right and parts of the left, are increasingly discussing the introduction of a capitalization component to supplement the current pay-as-you-go system.
Currently, France's pension system is funded more than 97% through redistribution. Proponents of reform note that capitalization accounts for only about 2% of pensions paid in France, compared to an OECD average of 18%.
Notable political figures have weighed in on the proposal. Philippe Brun, a Socialist Party candidate for the party's primary, has advocated for a mixed system involving a sovereign public fund supported by state contributions. Meanwhile, Édouard Philippe has suggested a capitalization share of 10% to 20%, citing the German model as an example.
