France pension reform debates focus on indexation and funding

Debates regarding the sustainability of the French retirement system are intensifying, focusing on the choice between pay-as-you-go models and individual capitalization. Discussions highlight the complexity of comparing the two, noting that while individual investments in stocks or government bonds may offer higher theoretical internal rates of return, they lack the state guarantees and national solidarity inherent in the current system. Concerns remain regarding market risks, management fees, and the financial literacy of savers.

Politically, Socialist deputy Jérôme Guedj has proposed a multifaceted approach to address the Social Security deficit, which is projected to exceed 20 billion euros this year. Guedj suggests that if retirees face partial pension under-indexation, the burden must be shared equitably. His proposed measures include targeting corporate tax exemptions, increasing the CSG on capital income, taxing large inheritances, and implementing a new technological value-added contribution on artificial intelligence companies.
