France plans limited 2026 civil service indemnity adjustments

On 8 July 2026 the French Ministry of Labour’s human‑resources directorate met with union representatives to present the 2026 categorical indemnity measures for civil servants. The briefing, chaired by Deputy HR Director Mme Tranchant, outlined a constrained budget that leaves no dedicated credit for new measures, apart from an envelope earmarked for category C agents (administrative, technical and maritime staff). The administration projected an average annual gain of €260 for roughly half of the 3,700 agents covered, with 1,660 expected to benefit from a revised salary base. A sub‑group for senior staff with over 13 years of service would receive a higher increase, affecting about 260 agents in one function group and 2,100 in another.

Union representatives, particularly the CFDT, demanded more detailed data and highlighted that many prison administrative and technical personnel still start their careers below the minimum wage. They noted that several grades (C1, C2, C3, B1, B2) are now paid under the SMIC, with some staff waiting up to 19 years to earn a wage above the legal minimum. The unions criticized the government's lack of a general point‑of‑index increase or broader revaluation, describing the measures as insufficient given the severe budgetary constraints and the ongoing inflation of over 2 % in early 2026.
