France proposes removing voting ballots from electoral mail

The 2027 finance bill includes a proposal in Article 76 to modify the distribution of electoral materials for legislative elections within France. Under this plan, voting ballots would no longer be sent to voters' homes via mail. Instead, ballots would remain available at polling stations, while candidate manifestos (professions de foi) would continue to be delivered by post.

This proposal marks a distinction from previous budget attempts in 2014, 2015, and 2017 that sought to eliminate more broadly the postal distribution of electoral documents. Previous attempts were rejected due to concerns regarding digital inequality, unequal access to information, and the potential for increased voter abstention.

The Union nationale des industries de l’impression et de la communication has defended the use of paper materials, describing them as ‘the best guarantee of egalitarian access to democratic information.’ The debate highlights a tension between potential budgetary savings and the preservation of democratic engagement for citizens who may not actively seek political information online or through social media.
