France proposes ten-year transport investment framework

In France, Transport Minister Philippe Tabarot has presented a framework bill for transport development aimed at establishing a ten-year investment programming law. This initiative seeks to move away from annual budgetary arbitration to provide greater visibility for operators and local authorities regarding future investments, particularly for the rail network and multimodal projects.

A key component of the plan involves increasing credits for rail network regeneration from 3 billion euros to 4.5 billion euros by 2028. To fund these long-term commitments, the proposal suggests reallocating a portion of highway concession revenues toward multimodal infrastructure, rather than allowing these funds to be captured solely by concessionaires and the state without specific sectoral targeting.
