France pushes modular housing as fast, eco‑friendly solution

Modular construction is gaining momentum in France as a rapid and sustainable alternative to traditional building methods. Prefabricated wooden modules can be assembled on site in a few weeks, compared with several months or more for conventional concrete projects, and they generate far less construction waste. The approach also lowers carbon emissions because the wood stores carbon and the controlled factory environment reduces material loss.

The technique is being deployed to address France’s acute housing shortage, which rose to about 350,000 people without shelter in 2025 – a 20 % increase over five years. Projects such as the Clichy village in Île‑de‑France, which housed 400 residents in six months, and the Paris Aurore initiative, delivering 226 modules across four floors in four months, illustrate how modular units can provide quick, affordable accommodation. New RE2020 regulations effective May 2026 extend environmental assessment methods to modular buildings and ease thresholds for high‑rise and extension works, further encouraging the sector’s growth.
