France readies 2026 reforms to private landlord status and rent‑control rules
France is planning several housing‑policy changes that will take effect in 2026. The government aims to simplify the private landlord regime by easing tax filing, expanding tax credits for energy‑efficient renovations and strengthening tenant protections, such as tighter rent controls. These measures are intended to encourage individual investors to enter the rental market while improving housing quality.
In a related move, Housing Minister Vincent Jeanbrun has signaled support for extending the current rent‑control experiment for an additional two years, postponing its scheduled end on 24 November 2026. The extension would provide temporary relief to millions of tenants in cities where the scheme is active, while the government evaluates its impact.
Both initiatives reflect a broader effort to balance the interests of private landlords and renters as French property prices continue to rise.
