France rent control violations rise as Paris non-compliance hits 46%

A new report from the Fondation pour le logement reveals a significant rise in rent control violations across France. Analyzing over 10,000 rental listings between August 2025 and August 2026, the study found that 37% of advertisements in regulated zones exceeded legal price ceilings, marking a 5-point increase from 2025 and a 9-point increase from 2024.

The situation is most acute in Paris, where the rate of non-compliant listings jumped from 31% to 46% in a single year. In certain districts, such as the 3rd and 16th arrondissements, violation rates reached as high as 64%. The Foundation attributes this trend to rising interest rates, a shrinking rental market, and the increasing use of “rent supplements” to bypass caps.

While some cities like Montpellier, Bordeaux, and Lille showed improved compliance, the overall trend is concerning for low-income households and students. The current rent control measure is an experimental program set to expire in November 2026. Although the French government has promised to debate an extension in the Senate this October, the Foundation is calling for stronger enforcement and a permanent expansion of the policy to more municipalities.
