France rental market: social housing aid and online management

In France, social housing tenants (HLM) may be eligible for the 'réduction de loyer solidaire' (RLS), a mandatory rent reduction implemented in 2018. This measure is designed to compensate for decreases in housing assistance and is funded by social landlords. Eligibility is subject to specific income thresholds that vary based on the household size and the geographic zone of residence. For example, a single person in Zone 1 must earn no more than €11,508 annually to qualify.

Separately, the rental market is seeing a rise in online property management platforms. These digital services offer a lower-cost alternative to traditional real estate agencies, which typically charge between 6% and 12% of collected rent. In contrast, online platforms often provide subscription-based models starting at approximately €10 per month. While these tools can automate tasks such as issuing rent receipts and tracking insurance documents, landlords are advised to carefully review which services—such as tenant selection or legal dispute management—are included in the base price.
