France retirement system: Challenges for non-contributing citizens

In France, individuals who have spent their lives receiving the Revenu de solidarité active (RSA) without contributing to the social security system face significant financial challenges upon reaching retirement age. Because the RSA does not validate any pension quarters, those without a professional career cannot claim contributory pensions.

To prevent elderly citizens from having no resources, the state provides the Allocation de solidarité aux personnes âgées (ASPA), formerly known as the minimum vieillesse. This benefit is accessible from age 65 and does not require validated quarters, though it is subject to strict residency and resource conditions.

The difficulty of low pensions is illustrated by cases such as a 73-year-old woman receiving 1,100 euros per month. Despite her age, she must continue working as an administrative assistant to support herself and her grandson, for whom she is the legal guardian, while managing significant monthly debt obligations.
