France social housing faces investment and demand challenges

France faces significant challenges in its social housing sector, characterized by a growing gap between supply and demand. Despite possessing 5.2 million social housing units—one of the largest stocks in Europe—the system is struggling to keep pace with rising needs. By late 2024, approximately 2.8 million applications were recorded, a substantial increase from 1.8 million a decade prior.

A study by the Banque des Territoires highlights that the investment capacity of social landlords is increasingly dependent on the sale of existing housing assets rather than rental income, which only contributes 3.5% to their self-financing capacity. This reliance on market conditions for sales creates financial vulnerability. Furthermore, landlords face complex decisions between new construction and the necessary renovation of existing buildings to improve energy performance and combat extreme heat.

Wait times for housing are also increasing. While the national average for allocation is 19 months, it reaches nearly 40 months in the Île-de-France region. Experts suggest that the primary bottleneck is not necessarily the total number of units or rent levels, but a slowdown in residential mobility that prevents occupied units from becoming available.
